May is?National Foster Care Month, a time to remember the thousands of children and youth in the United States who are without ?forever? families.?Statistically speaking, however, the news about foster care is not all bad ? the number of children in foster care in the United States and Puerto Rico has decreased since 2002.?According to the U.S. Children?s Bureau, there were?408,000 children in foster care as of Sept. 30, 2010, as compared to 523,000 children in care in 2002. (This video segment from NBC4 in Columbus, Ohio, briefly touches on the life of one of those 408,000 children.)

The Children?s Bureau?s state-by-state statistics?for Colorado estimate that in 2010 there were?1,246 children in public foster care who were waiting to be adopted. The following question-and-response interview with Lucinda Wayland Connelly, program planning administrator for the Family & Children?s Services division of the Broomfield (Colo.) Health & Human Services (HHS) Department, and Sherry Bethurum, the department?s foster care coordinator, highlights the ongoing challenges and rewards of overseeing foster care at the local level.


Question: Talk to me about the kinds of situations that bring you into contact with the kids you work with.

Response: (Connelly) ?The majority of the kids come into care because their parents have some issues they need to deal with. One hundred percent of the time our goal is to return the kids to their parents, and if that?s not possible, our second choice would be to place them with a relative. The majority of kids go to a home, they do not ?languish in the system,? and they end up going home in the long run. The majority of kids [in the system] aren?t physically abused when they come into our care, the most prevalent reason for opening a case is because parents are struggling with neglect due to mental health or substance abuse issues. We know families aren?t perfect and it?s not our goal to make families perfect.?

(Bethurum) ?That said, my job is to teach foster parents about the issues that bring kids into foster care. All of our foster parents meet the [biological] parents for the kids they are caring for?Sometimes it grows into a mentor relationship. Our county philosophy is to nurture that relationship as much as possible?It?s a powerful thing when a foster parent can meet a birth parent. It?s ?I can see you are a normal and caring person,? and it happens both ways with people who may have never met each other any other way. By allowing parents and foster caregivers to meet, it de-vilifies everyone and ensures that everyone is working in the best interest of the child.?

Question: Tell me about the foster families you work with.

Response: (Bethurum) ?The media has promulgated the idea that foster parents are in it for the money and probably more than anything, that is one of my pet peeves. Nobody?s [USDA-determined, state-administered] reimbursement is enough to cover the costs let alone make a profit. It can vary on different cases and from county to county, but it?s never more than what it costs to raise a child. Often it?s not even close to that?If you compare foster parent per diems, they?re more than often less than it costs to kennel a dog for a day, frequently. Which is sad when you think about what it says about our society. That?s what we think about our kids.?

(Connelly) ?Historically, it was illegal to beat a horse before it was illegal to beat your child.

?Foster parents are just ordinary community members. They are people that may or may not have been a parent. They might wish to grow their family through ?fost-adopt? [fostering-to-adopt] but they may not. More than 50 percent of kids that are adopted out of foster care are adopted by their foster parents and most of those parents never intended to adopt originally. But the parents say ?Why couldn?t we???It?s a beautiful thing when that happens, but we certainly never have that as an expectation going in. Other families accept that they can?t provide that, so they provide the transition [for more permanent family arrangements].?

(Bethurum) ?It?s a big job, but you grow into it, just like you grow into other jobs. Parents start out not knowing much about the system, but they learn as they go.?

(Connelly) ?They learn case by case. I think our foster parents become wiser with the number of cases they have.?It?s never what they expect, good or bad. It would be ideal if we could have our foster families commit to three years, but there are ethics involved where we can?t require longevity. Over half of our families are kin, and they are only licensed for a specific child, but some kin are able to stay on and re-certify as a foster parent instead of a kin parent once the case has been resolved.?

(Bethurum) ?I think the foster care logo would have to be ?The hardest job you?ll ever love,? but we?d have to steal it from the Peace Corps. You learn a lot about yourself when you think you?re going to learn a lot about kids. You learn to stretch yourself past where you thought you could. Growth comes in a gradual way.?I guess I would equate it to my daughter who is a nurse. She was interviewed by one of the ?everyday hero? kind of programs and said at first, ?I couldn?t work with [sick] children. It would just be so hard to see them sick.? But now she?s in a children?s hospice program. Growth happens as a natural progression of life.?

Question: What kinds of choices do foster families have when it comes to placements?

(Connelly) ?Because our number of placements are relatively low, our foster families ?sit empty? for a time, so they can choose to do things differently. They can choose to provide respite [temporary care] or they may think they only want to work with little boys under six and then they meet a teenage girl and say, ?Let us have her for a while.? There?s a lot of different ways to foster.?

(Bethurum) So one of my jobs initially is to see what families are good at ? identify a profile and age range, and that changes over time. There?s training to be done, certain steps. They need to get certified, then they are waiting for a child that they will help, rather than there?s a child here in the office waiting for a placement. We have some fabulous families that are waiting for kids today.? (Read this Broomfield Enterprise story?to learn more about one of those families.) We?currently have four non-kinship families and about 10 kinship families in various stages of the process.

Question: How do you decide where a child should be placed?

Response: (Connelly) ?We place a lot of value on placing kids with kin when we can. Sometimes we can?t because the identified kin are not available because of work, health or their situation, [such as] a criminal background.?When the court says the child needs placement today, they cannot sleep at a place that?s not licensed. [If no Broomfield foster family is able to take a waiting child] we would then call a neighboring county or a private agency, and the child may wait for a few hours, but we don?t have kids languishing somewhere.?We license our families for all aged children, and they profile themselves for the best fit for their home.

?Occasionally, we have a case already open and plan ahead, but we seldom have that luxury. Most of the time our removals are on a emergency basis. A child?s primary caregiver gets taken to jail or the child is just in an unsafe environment. If methamphetamine is being used, then that?s an automatic removal for any children in that environment, because [the meth] gets in everything. Second-hand meth use is probably more prevalent and more dangerous than second-hand cigarette smoke, and kids who are exposed, there are some pretty significant detrimental effects.?

?We usually have between 50-60 kids in care annually. A percentage of those kids are placed in foster care because they are involved in the juvenile justice system or they are placed because of their behaviors.?

Question: What led you to working for HHS?

Response: (Connelly) ?I have a background in family studies and I came to this work as a researcher/educator first and then as an administrator. Sherry was a kinship and foster parent herself for about a decade during the ?80s and ?90s. Which is what led her to the job.?

(Bethurum) ?I got the call one day like kinship families do, and the call said ?Your niece is going to go into foster care unless you can be a kinship care provider.? She was 13 and we finished raising her until she was 18. When she emancipated, we decided we had more to give and so we became foster parents. Our shortest placement was for one year, our longest for three years. We?fostered about 10 children. My husband, Mike, and I have three kids. My son thought it would be a really good idea to do foster care because we could get a boy to balance his two sisters. He was the youngest. We only fostered boys, because they were the ones referred to us.

?One of our former foster kids was just back in our home the weekend before last. He?s an adult and he usually would go see his aunt on the weekend, so he called us his ?backup plan.? He went to church with us. Then we went to lunch together and came back to the house. He wanted to go through each room of the house, and said it all looks so much smaller and the yard, too?He hadn?t been in our house since he was eight, 14 years ago. He lived with us for two years.

?I can tell you the first child that I fostered was a child with a lot of emotional and mental health needs, and I was in way over my head. I always remember that when I?m placing kids, that I shouldn?t place new families with involved cases.?What saved that placement for us was an experienced foster parent, not an experienced social worker. It was their advice and coaching that helped us be successful with that placement.?

Question: What?s unique about your department?

Response: (Connelly) One of the unique things about Broomfield is we do have Sherry with her experience. She?s been able to say, ?I?ve been there.? But she also approaches things from the professional side, and she?s able to balance the needs of families and the rules and regulations of the department.?It?s a difficult position for her to be in, but it?s encouraging to families when they know she?s actually been there. [For example] We were trying to schedule a home visit. It?s really busy at the start of a case, and you have more appointments around that time than afterward, and she was able to tell the family, ?It will settle down.? They asked, ?So you did this once, right?? It was just encouraging to them [when Sherry said], ?You will stop having 15 people call you everyday to tell you something else you have to do.?

?We?re small enough staffed so that we?re able to do that. In Colorado, we?re the newest county. I guess we?re considered a mid-sized county, but we still have the hometown feel that Broomfield has always had, and we really care about our foster parents and our kinship parents and the kids that we?re placing.?We approach things with a really strong family-centered philosophical model. That the families know their families better than we do. We try to always think what is in the best interest of this child and this family, and to get them reunified and back together.?

Question: What keeps you going in this field?

Response: (Connelly) ?A huge problem in social work is the turnover. It?s really stressful. Workloads are high. There?s?lots of secondary trauma, with workers taking on the experiences of clients or coworkers. We do a lot of one-on-one processing for ?icky? cases that we have. I love my job. Every day is different and I believe that what we do makes a difference for individuals and also for our community.?

(Bethurum) ?You can?t work with all of this trauma and not [be affected]. It stays with you. You?re not inoculated and you wouldn?t want to be inoculated. Because it would take away your humanity and you need it. That said, I love my job. I love working with foster families. I?m good at it. It?s my gift. I love working with them and helping them navigate the system.

(Connelly) ?Beth [Paddock, HHS's adoption caseworker] is our one-person adoption unit. She assumes the role of caseworker if a child is removed. She helps provide post-adoptive services for any family in Broomfield who has adopted, whether private, international or public. There?s a lot of overlap. Each different group has its own unique support group, but we help them to know each other like when we did ?Summer at the Bay.?

Question: I know about recent grassroots efforts like?Project 1.27?that have helped reduce the number of waiting kids in Colorado?s foster care system. But what are some ways the community help support foster care locally?

Response: (Connelly) Well, they can be a foster parent. They can be a respite foster parent. They can refer a family member or friend who might be interested. Or they can support in?other ways: donate clothing, give sporting goods to [local non-profit] A Precious Child, if they own a business they can advertise foster care within their business. They can host a brownbag lunch where we could come and do a Q&A, they can provide a discount to foster parents, they can give gift cards during the month of May. Or people could pay registration fees for a foster kid to join a sports team. We have zero resources for that. People could donate tutoring services or prom expenses or an activity pass to the rec center. We?re pretty creative when we have a need, but sometimes we have to really scramble.

?We have a need for teens that need ?foster step-down? care. They?re in a group home or a residential facility, and they?re not yet ready to go all the way home, and they need a family environment so they can learn about being in a family again before they go home to their own family.?

i just wondering what happen? since even though I've post some , the number of post in the places that i created are still ZERO... @__@

Qatar orders arrests after deadly mall fire

DOHA, Qatar (AP) ? Qatar's attorney general says arrest orders have been issued for the owner of a fire-ravaged mall and four others after a blaze killed 19 people, including 13 children.

The official Qatar News Agency said Wednesday that Attorney General Ali bin Feitais al-Marri has also ordered the arrest of the owner of the daycare center where the children and four workers died in Monday's fire at the Gulf nation's biggest mall.

The others facing arrest are mall officials, including the director of security.

Sprinkler systems malfunctioned at the Villaggio complex, bringing calls for sweeping safety and licensing reviews.

The childcare center catered to Qatar's large expatriate population. The young victims included 2-year-old triplets from New Zealand and three Spanish siblings.

DOHA, Qatar (AP) ? Investigators in Qatar carried out their first extensive probes through a fire-ravaged daycare center and other charred areas inside the country's biggest mall Tuesday after a blaze killed 19 people, 13 of them children.

The blaze and equipment failures that hampered firefighting raised questions about safety measures in the megastructures across the wealthy Gulf.

The findings from the state-ordered inquest are expected within a week, the official Qatar News Agency said. Commentators quickly called for extensive safety reviews after the sprinkler system malfunctioned during Monday's fire.

The tragedy also is likely to push authorities across the Gulf to further examine fire safety rules in a region where the drive to build fast and big has brought concerns about the quality of emergency planning.

Rescue crews in Qatar's capital Doha had to hack through the roof of the mammoth Villaggio mall to reach the child care facility, where the victims included 2-year-old New Zealand triplets and three Spanish siblings. Two firefighters also were killed.

"What happened is similar to murder because of the lack of safety measures in such complexes," said wrote Saleh al-Kuwari, editor of the Al Raya newspaper in Doha.

An editorial in the newspaper Al Arab urged officials around the Gulf to consider creating special firefighting and civil defense units for the energy-rich region's huge malls. The Villaggio includes an ice skating rink, theme park, movie theater and indoor Venice-style gondola rides.

"Safety requirements must be stressed," said the editorial. "They also need regular review."

Qatar's Interior Ministry said the mall's sprinkler system malfunctioned, and rescue efforts were hampered by a lack of floor plans. Other Gulf nations also have confronted concerns about whether public safety planning can keep pace with the rapid construction.

In November, firefighters in Sharjah, north of Dubai, struggled to battle a blaze in a 25-story tower without equipment to reach the flames. The United Arab Emirates is considering bans on flammable panels in high-rise buildings after more recent back-to-back tower fires.

An Al Arab journalist, Marzouki Faisal, reported that the route to the Villaggio daycare center wound through a "maze" of narrow halls and stairways. He and others questioned the rules that allow childcare sites inside commercial buildings.

"What happened is murder as a result of negligence and idleness," he wrote.

The full list of those killed has not been issued by Qatar officials, but most of the nationalities are known from statements by various countries and families. The young victims include a 3-year-old French child, four Spanish children, an 18-month-old South African toddler and the New Zealand triplets, Lillie, Jackson and Willsher Weekes.

"It's absolutely devastating," the triplets' grandmother, Jo Turner, told Fairfax Media in New Zealand.

A statement issued by the triplets' family said, "Lillie, Jackson and Willsher came into this world together and were inseparable as siblings, best friends and the joy of our life. Tragically, they left together after only two short years."

Spain's El Pais newspaper said the Spanish children killed included three siblings, aged 2 to 7, and a 7-year-old girl from another family. Another newspaper, El Mundo, said the Spanish mothers dropped off their children while they shopped.

Tennis star Rafael Nadal of Spain was among those expressing their condolences via Twitter to the "families and friends" of the victims. The world No. 2 has appeared in a number of tournaments in the Gulf state.

At least three of the nursery teachers, women from the Philippines, died of smoke inhalation, Philippine Foreign Affairs spokesman Raul Hernandez said in Manila. A South African woman who worked at the center also died, said a South African government statement.

Qatar Prime Minister Sheik Hamad bin Jassem bin Jabr Al Thani offered condolences to "all the parents and relatives of those killed in this horrible fire."

The Villaggio opened in 2006 and is one of Qatar's most popular shopping and amusement destinations in fast-growing Qatar, which will host football's 2022 World Cup.

More than three-quarters of Qatar's population of 1.8 million residents are foreigners attracted to the tiny nation for jobs ranging from laborers to government advisers.

Sheik Abdullah bin Nasser Al Thani, Qatar's minister of state for interior affairs, said authorities carried out repeated search operations in the mall and confirmed that no one was still trapped inside, according to comments posted on the ministry's website.

Qatar's Interior Ministry said Tuesday that civil defense crews contained two "limited" fires at a school and the Qatar Aeronautics College. It said there were no casualties in either fire.

Trump overshadows Romney with 'birther' talk

LAS VEGAS (AP) ? Mitt Romney's presidential campaign collided with Donald Trump's "birther" rhetoric on Tuesday as the reality television star hosted a fundraiser for the Republican while claiming again that President Barack Obama is foreign-born.

The debunked conspiracy theory among conservative activists dubbed "birthers" charges that Obama is not constitutionally qualified to serve in the White House. Romney has said he believes Obama was born in America, but he has not condemned Trump's comments.

Democrats contend it's the latest example of Romney's reluctance to confront the more extreme elements in his party.

"A lot of people do not think it was an authentic certificate," Trump told CNN of Obama's birth certificate, just hours before he was set to host Romney's finance event at the Trump International Hotel in Las Vegas.

Such allegations have been repeatedly proven false. The state of Hawaii recently re-affirmed that Obama was born there.

Trump's comments, repeated in several media interviews Tuesday, overshadowed Romney's visit to Nevada, one of a handful of swing states expected to decide the presidential contest in November. Trump also upstaged news from Texas that Romney had collected enough delegates to clinch the Republican presidential nomination.

Romney did not address the issue directly at separate events in Colorado and Nevada, but on Monday night he told reporters aboard his campaign plane that Trump is entitled to his opinion. Even as Trump-related criticism from Democrats and Republicans intensified in recent days, Romney showed no sign of distancing himself from the polarizing figure.

"I don't agree with all the people who support me. And my guess is they don't all agree with everything I believe in," Romney said. "But I need to get 50.1 percent or more. And I'm appreciative to have the help of a lot of good people."

The birth question wasn't brought up at the Las Vegas fundraiser, and Romney spoke highly of Trump's efforts on his behalf.

"Mr. Trump, thank you for letting us come to this beautiful hotel and being with so many friends," Romney said. "Thank you for twisting the arms that it takes to bring a fundraiser together. I appreciate your help."

Trump remains popular among the conservative base and boasts ties to deep-pocketed donors. The Las Vegas event was expected to raise $2 million, but Romney's ties to Trump extend beyond that single fundraiser. He has recorded automated phone calls for Romney, hosted a fundraiser for his wife, Ann, in New York, and pressed the candidate's case as a television surrogate.

When Romney's campaign plan arrived at the Las Vegas airport Tuesday, it parked within sight of Trump's plane ? the businessman's name emblazoned on the side in large gold letters.

Former House Speaker Newt Gingrich, once a rival for the GOP nomination and now a Romney supporter, suggested that the Trump issue will not derail Romney's campaign.

The Obama campaign released a video Tuesday criticizing what it considers Romney's unwillingness to stand up to Trump and the more extreme elements in his party. There have been other examples in recent weeks that underscore Romney's delicate push to win over skeptical conservatives while appealing to moderates and independents who generally deliver general election victories.

"Mitt Romney's continued embrace of Donald Trump and refusal to condemn his disgraceful conspiracy theories demonstrates his complete lack of moral leadership," Obama's deputy campaign manager, Stephanie Cutter, said in a statement. "If Mitt Romney lacks the backbone to stand up to a charlatan like Donald Trump because he's so concerned about lining his campaign's pockets, what does that say about the kind of president he would be?"

While Trump asserts that the matter of Obama's birth is a "good issue" for Romney, conservative commentator George Will questioned the "cost benefit" of Romney appearing with Trump.

"The cost of appearing with this bloviating ignoramus is obvious, it seems to me," Will said Sunday. "Donald Trump is redundant evidence that if your net worth is high enough, your IQ can be very low and you can still intrude into American politics. ... Again, I don't understand the benefit. What is Romney seeking?"

Trump revived the false claims about Obama's birthplace late last week, citing a story about a literary agency that mistakenly listed that Obama was born in Kenya.

While Romney briefly addressed the issue Monday, senior aide Eric Fehrnstrom declined to condemn Trump's remarks in a recent interview.

"I can't speak for Donald Trump ... but I can tell you that Mitt Romney accepts that President Obama was born in the United States," Fehrnstrom said. "He doesn't view the place of his birth as an issue in this campaign."

Paul Konerko is a throw back to the sports days of old.? he doesn?t guarantee championships, argue with his coach, taunt other players, show off or brag.? The Chicago White Sox?s ageless slugger, is not only a baseball star, he is a role model.

In an age that has seen its hero?s go from Lou Gehrig saying he felt like the luckiest man alive to LeBron James guaranteeing 6 championships, it is pretty comforting to see a blue collar guy like Konerko killing the league at age 36.? ?Pauly? ,as the South-Siders call him, embodies the values of the South Side of Chicago.? He is humble, quiet, simple and tough and he is hard to take out.

For the second time in his career he has recently been hit in the face with a 90mph+ fastball and come back off the canvas swinging.? The last time it happened he stayed in the game and hit a laser into left-center on the next pitch he saw.? This time it was a bit more serious after Jeff Samardzija drilled him in the eye causing bleeding.? However the results are the same, he is crushing every pitch he is seeing.

Though it is VERY early in the season, he appears headed toward an MVP caliber year. Konerko has produced base hits at a clip beyond baseball?s hottest early-season slugger Josh Hamilton of the Texas Rangers and nobody seems to talk about him, which is just the way Pauly likes it.

He has recently taken his game to a new level, going 34-for-67 with five home runs and 13 RBIs in his past 20 games, that?s a .507 batting average.? Konerko?s numbers are impressive sure, but his demeanor is even more so.

All MVP talks aside for a minute, Pauly is the best PROFESSIONAL in professional sports.? The way he conducts himself on and off the field should be commended and recognized.? What other player would take blows like this and get right back up without even looking at the pitcher?? Not many.? His actions speak louder than his words ever could and most of the time he doesn?t have a whole lot to say.

Take note kids, this is the way a professional handles himself.

'Headhunters" is a frighteningly well-made thriller about an amoral art thief on the run.

"Headhunters" is a bit like an Ikea desk assembled with your nondominant arm -- sleek and attractive, but likely to fall to pieces if you look at it too hard.

"Headhunters" will indeed hand you your head.

A cat-and-mouse game with the giddy excitement of a heist movie.

It's crisp entertainment even as plot absurdities gum up the works - you can almost hear the pages turn as you watch.

The scenes of graphic violence are drawn out to the point where they overwhelm the story.

Suspenseful, wickedly funny and clever, Headhunters offers more bang for your buck than most modern crime thrillers.

"Headhunters" isn't a pretty film, and it doesn't always entirely make sense, but it races along like a man chased by killers.

The good guy in the Norwegian "Headhunters" looks like a bad guy, and the bad guy looks like a good guy. And that's just one of the ways this dazzling movie messes with us.

HEADHUNTERS is an exhilarating thriller with great visual flare, top notch acting, and a story that will have you so involved that you'll possibly have no fingernails by the end of it!

Like a Teutonic techno band, this thriller is both skillfully familiar and chillingly strange.

...a sordid blast of delirious violence, brutal corporate satire, and male inadequacy.

This is one funny, gory, high-class crime thriller and my favorite Norwegian export since 'Troll Hunter.'

Do yourself a favor and see this one before some Yank director gets it all wrong.

Headhunters is a slick entertainment with well-orchestrated chases and bloody shootouts, though its characterizations are shallow and sketchy.

Despite the gaps in logic the movie...is cannily put together and easily holds your attention.

A brisk, violent tour of the dangerous parts of Norway.

Romney faces tough questions from black leaders

(AP) ? Mitt Romney struggled to find support for his education proposals while campaigning at an inner-city school Thursday, one day after declaring education the "civil rights issue of our era."

The visit, the first by the likely Republican presidential nominee to such a school, came as he begins to court a broader cross-section of the electorate he needs to defeat President Barack Obama in November. In a speech Wednesday, Romney proposed expanding charter schools, which are privately run but funded by taxpayers, and creating a voucher-like system in which poor and disabled students could attend private schools, also using public money.

But if praise was what he was looking for, Romney had a hard time finding any at the Universal Bluford Charter School in West Philadelphia, a largely African-American neighborhood facing economic, educational and social challenges. Romney wants to deny a second term to the nation's first black president, whose photograph hung in one of the school's hallways.

During a round-table discussion, teachers and local education leaders rejected some of Romney's education prescriptions, including his assertion that class size doesn't matter. Romney also identified two-parent families as one of three keys to educational success, along with good teachers and strong leadership.

Local education leader Abdur-Rahim Islam pushed back, telling Romney that two-parent families are unrealistic in the community. "We will never get to that second part described about having a two-parent situation, parent support, as a key component," Rahim said.

Steven Morris, a music teacher at the school, disputed Romney's assertion on class size.

"I can't think of any teacher in the whole time I've been teaching, over 10 years ? 13 years ? who would say that more students would benefit them. And I can't think of a parent that would say 'I would like my kid to be in a room with a lot of kids,'" Morris said. "So I'm kind of wondering where this research comes from."

In response, Romney cited a study by the McKinsey consulting firm, which he said examined education systems in foreign countries and concluded that class size wasn't a significant issue.

While he struggled to win over the group, Romney does not necessarily expect to do well in Philadelphia, a Democratic stronghold. Nor does the campaign expect to steal a significant block of the African-American vote from Obama in what is shaping up to be a close election.

Black voters, who four years ago helped expand the electoral map in places like North Carolina and Virginia and lifted Obama to victory in those states, remain solidly behind him. An Associated Press-GfK poll this month found that 90 percent of blacks would vote for Obama in November and just 5 percent would support Romney. At the same time, just 3 percent of blacks said Romney "understands the problems of people like you" better than Obama does.

But coming off a divisive Republican primary that was dominated by staunch conservatives, Romney is eager to expand his appeal to independents and moderate voters in swing states like Pennsylvania, where Obama defeated his Republican opponent by 10 points in 2008. The school visit was in line with the "passionate conservative" push that Republican George W. Bush used to soften his image and win over moderate voters when he was elected president in 2000.

Outside the school, Philadelphia's Democratic Mayor Michael Nutter, an Obama supporter, lashed out at Romney's visit.

"It's nice that he decided this late in his time to see what a city like Philadelphia is about," Nutter said. "I don't know that a one-day experience in the heart of West Philadelphia is enough to get you ready to run the United States of America."

Besides discussing his policies with nearly a dozen local education leaders, Romney also visited with children. He shook hands with a classroom of third-graders and stood virtually motionless for several minutes, bobbing his head ever so slightly at times, as a music class sang and danced for him.

During the discussion, the school's founder, Kenneth Gamble, told Romney that his "major concern is the future and the destiny of African American people in this country. Because once that problem is solved, I think that all of America will benefit from it." Romney said he agreed.

Asked afterward whether thinks Romney understands the black community, Gamble replied: "I don't know yet."
