Builders offer?home buyers?credit rehab

Lennar Corp, whose sign is displayed in front of a home above, is among a number of homebuilders benefiting from putting buyers on fiscal rehab.

By Michelle Conlin, Reuters

In the post-housing crash world, Kelly and Jeff Clark are the kind of people who are not supposed to be able to buy a house.

For a down payment, they had exactly nothing. Their credit scores were sub-par. But this Christmas, the Clarks will move from their rundown rental into a brand new, four-bedroom home in an amenity-loaded development outside of Lakeland, Florida. All without paying a dime.

The Clarks were able to qualify for a mortgage because their builder, Southern Homes, spent the summer putting them through a financial boot camp. Bigger home builders such as D.R. Horton Inc, Lennar and PulteGroup Inc are also offering sophisticated financial advice to prospective home buyers who would not normally qualify for loans.

These fiscal rehabs are one reason many builders are boosting sales, even though mortgage lending is tight. Pulte said in July that its financial program could help its sales for some time. On Monday, Lennar Corp said revenue from home sales rose 33 percent last quarter from the same quarter a year earlier. Orders for homes rose 44 percent, helped by the 25 percent increase in membership in its Homebuyers Club since last year.

Providing financial therapy solves a huge problem for the builders: How to sell to first-time home buyers when s o many yo unger consumers a re s a ddled wi th student debt and ba d c redit.

The financial advisors go by names such as "mortgage advisors," "credit advocates" or "loan officers." They help prospective customers create budgets and slash spending. Both D.R. Horton and Lennar also help out with "credit repair," the practice of analyzing credit reports to determine the best stra t egies for raising scores as quickly as possible.

The buyers then get mortgages from the builders' own, in-house lending arms.

But consumer advocates say there is an obvious conflict when doling out financial advice. Instead of helping prospective customers maximize wealth, advocates say builders' advisors could be trying to suck as much money as possible out of buyers' pockets.

"What it does is create a captive consumer where the builder can charge a lot more," said Douglas Miller, executive director of Consumer Advocates in American Real Estate, a nonprofit.

?

Homebuilders are often helping buyers get government-backed loans that require no down payment, or a low down payment, so taxpayers could be on the hook if buyers can't repay their mortgages. Some consumer experts fear that, just five years after the biggest housing meltdown in generations, builders are up to their old tricks again.

"You have people applying for loans that there's no way they can pay, but it doesn't matter because the ability to repay isn't the basis of the loan. It's the ability to pass underwriting so the loan can be sold," says Washington, D.C.-based bankruptcy attorney, Brett Weiss.

Builders say they are putting people in homes they can afford and helping them achieve their dreams. Most loans that banks are underwriting now meet stringent government standards.

For buyers with enough cash and income, buying a home can lower monthly housing costs because mortgage rates are at r ecord lows an d rents are surging. Monthly mortgage costs are lower than rent in nearly every major U.S. metro area now, according to John Burns Real Estate Consulting.

Call whenever
Last year, executives at PulteGroup found that nearly 90 percent of younger buyers wanted to own a home. They loathed throwing away money on rent each month.

"The dream of American home ownership has not died at all," said Pulte Vice President of marketing Fred Ehle. "It was somewhat of a surprise to us."

But Gen X and Yers also had reservations about buying so soon after watching the housing market crash and burn. T hey also feared they would not qualify for a mortgage.

Just five years after the biggest housing meltdown in generations, that's led some consumer experts to fear that builders are up to their old tricks again.

The number of people aged 25-to-34 who bought homes in 2011 fell to 27 percent, the lowest share in the past decade, according to the National Association of Realtors. Rising student debt has played at least some role in that decline, analysts said. According to the U.S. Consumer Financial Protection Bureau, about 50 percent of young people that started college in 2003 were paying more than 10 percent of their income on student debt.

In response, Pulte launched a mortgage advisor program, whose members are buying houses at twice the rate of prospective purchasers who do not participate.

The advisors hand-hold customers through the entire home process, from picking the floor plan to arranging the mortgage to taking as many calls as necessary to assuage fears.

"I could call whenever I needed to with whatever I needed," says program member Erin Shafer, a 23-year-old school teacher who is buying a new home, along with her fianc?, in Woodstock, Illinois.

The couple have student debt, but they had enough for a down payment due to a relative's recent death. Pulte is giving them $5,000 for closing costs, $3,000 worth for free appliances and a mortgage.

The incubator
The Clarks thought they would remain renters forever. But early in the summer, a friend recommended that they meet with Janet Backman, a grandmotherly sales agent for Southern Homes.

During that first meeting, Backman pored over the Clarks' financials and decided to put them in what she calls her "Incubator."

That's the process Backman uses to convert the credit-challenged into home buyers within a matter of months. It drives her crazy that people in her area pay more to rent then to own.

The Clarks had no credit cards and paid for everything with cash. So as Backman talked with them that first day, she simultaneously signed them up for credit cards on the Capital One website.

Then she told the couple that, if they made $50 worth of purchases each month, but only paid the balance down to $25, their credit scores would likely rise immediately.

Within a month, Backman got the couple's scores up enough to qualify for the zero-down government-backed loan she secured for them through a partner lender.

Southern Home's sales agents have sold 162 homes so far this year, with nearly all getting similar advice and loan terms.

Says Backman: "Every time I hear about how hard it is to purchase a home, I'm thinking, what planet are they living on?"

Health care reform ? what do physicians think? ? Health ? Bangor ...

Physicians agree on ? maybe ? two things. First, they agree they don?t agree on anything. Actually, some probably disagree about that. Second, they usually agree that everyone who disagrees with them is wrong. It should therefore come as no surprise that physician opinions about health care reform cover more territory than a bad rash.

That is reflected in physician opinions about President Obama?s Affordable Care Act, or ACA, in particular. Talk to five physicians and you get five opinions that sometimes overlap, sometimes don?t, and are almost always strongly held. And as we know, opinions are like bacteria ? everyone has them and some of them are nasty. That?s why a Florida urologist who probably had a big prostate clouding his thinking put a sign on his office door telling Obama supporters to seek care elsewhere.

The difficulty understanding what physicians think about all of this is compounded by the fact there are few really good surveys of them on these issues, and results of them seem contradictory. One of those ? a survey of 2,694 physicians commissioned by the Jackson Healthcare System ? found 55 percent felt the ACA should be scrapped, but one-third of respondents felt the act did not go far enough and a single-payer health system was needed. That means some of those who felt the law should be scrapped did so because they thought it went too far, and others thought so because it did not go far enough.

On the other hand, a 2009 survey of 2,130 physicians found 62.9 percent supported universal insurance through public (government-sponsored) and commercial options. They differed on how to achieve that universal insurance, with 25 percent supporting commercial insurance as the only option, and less than 20 percent supported government-sponsored insurance as the only option.

Despite this diversity of opinion, general patterns of physician perspective have emerged. Perhaps two-thirds support some kind of insurance for all Americans, because most recognize that lack of insurance puts their patients in jeopardy. Just as there seems to be an emerging consensus among physicians, there is also one among their professional associations (such as the American Medical Association and the American Osteopathic Association) that all Americans need access to comprehensive, affordable health care, and that some kind of insurance is required to ensure that access. That evolution is part of what brought the AMA from its position in the 1960s opposing the formation of Medicare to its position in 2011 in support of the ACA.

In fact, the AMA?s website suggests continued advocacy on the issue; it has a banner running across its website policy page detailing some of the impact of the ACA since its implementation: 3.1 million Americans under age 26 insured under their parents? insurance plans, 54 million Americans who have had expanded coverage of preventive health care, 5.1 million Americans on Medicare who have paid less for prescriptions, etc.

This growing consensus among physicians that all Americans must have access to ongoing, affordable health care has probably been driven, I believe, by the tremendous suffering that lack of insurance causes our patients. We cannot escape seeing it every day. Our experience is reflected in a painful avalanche of studies that has now proved beyond a doubt that lack of insurance kills thousands of Americans each year ? friends, colleagues, family members, and other fellow Americans. You cannot watch this parade of preventable misery walk through your ER or office each day and not be moved to conclude that something must be done.

Despite the range of opinions among physicians, here?s my prediction: If most Americans are not insured in another five years, a large majority of physicians will support any means necessary to make that happen, even a single government insurance plan such as Medicare for all. We don?t agree on much, but most of us agree we cannot sit by and watch millions of our patients suffer, and thousands of them die each year, for lack of comprehensive, affordable care.

Erik Steele, a physician in Bangor, is chief medical officer of Eastern Maine Healthcare Systems.

Longoria powers streaking Rays past White Sox 3-2

CHICAGO (AP) ? The Tampa Bay Rays are making another run at the playoffs and Evan Longoria is leading the way ? again.

The Chicago White Sox are slumping at the worst time.

Longoria hit a tiebreaking homer in the ninth inning and Tampa Bay gained ground in the wild-card race with its eighth consecutive victory, handing the White Sox a 3-2 loss on Thursday night that damages Chicago's playoff hopes.

"The belief has never gone away. We've felt like we had a good chance to be a playoff team from the beginning of the year," Longoria said. "The pressure is not on us playing from behind. It's not ours to lose, it's ours to win. We're behind, but we're close enough."

The Rays pulled within two games of Oakland for the second AL wild card, while the White Sox fell two games behind Detroit in the AL Central after their eighth loss in nine games. Tampa Bay and Chicago have six games to go, including three more against each other.

The Athletics lost 9-7 to Texas and the Tigers beat Kansas City 5-4 earlier Thursday.

The White Sox struggled to hit with runners on base, a recurring theme during their recent slide. They are hitting .123 with runners in scoring position over their last 10 games.

They twice had the bases loaded and no outs Thursday night but managed just two runs. And then they failed to get down a bunt and made a major baserunning gaffe when they had the potential go-ahead run on base in the eighth.

"There ain't nobody to blame. I think everybody in here will take accountability for the way we've played," Chicago starter Jake Peavy said.

"We had it right there in front of us a lot tonight and throughout the last week and a half, just hadn't been able to capitalize on either side of the ball. We've tried to pitch well enough to give us a chance and just hadn't been able to do that quite enough and obviously offensively it's been frustrating here for the last little bit."

Longoria's 14th homer came on the eve of the anniversary of his dramatic shot that beat the Yankees on the final day last season and gave the Rays the AL wild card. Now they're hoping for a repeat performance.

"It's one game. I hate to bring down the mood, but it doesn't put us ahead," Longoria said.

"It brings us a little bit closer, but it doesn't guarantee anything. It's a good moment for us, good moment for me, but bottom line is it's just one game."

Joel Peralta (2-6) pitched an inning for the win and Fernando Rodney finished for his club-record 46th save in 48 chances. After giving up a two-out single to Kevin Youkilis, Rodney struck out Adam Dunn on a 3-2 pitch to end the game.

"We have to get back to our DNA, which we're starting to do," said Tampa Bay manager Joe Maddon, who earned his 600th career win, including a 19-10 interim stint with the Angels in 1999. "Great pitching, not just good defense ? great defense. We have to be great on defense. The fortuitous hit, the clutch hit has to show up for us to get back there."

Brett Myers (3-4) gave up Longoria's homer while pitching 1 2-3 innings. The right-hander has allowed a run in each of his last two outings after a run of six consecutive scoreless appearances.

The White Sox wasted a handful of opportunities to grab control of the game.

A.J. Pierzynski led off the eighth with a single. Pinch-hitter Dewayne Wise then struck out after failing out to get down a bunt and pinch-runner Jordan Danks was ruled out on a double play on Alexei Ramirez's fly ball when he failed to retouch second base on his way back to first. Chicago left 10 on base.

"We didn't do the little things. Tonight we had an opportunity to get a guy in scoring position and didn't do it," Chicago manager Robin Ventura said.

"Over the course of the last week or so, we're not doing small things to win games. We have bases loaded, we only get one. Over the course of time that just builds up and it's difficult on your pitching staff to do that over and over again."

Paul Konerko hit into a double play with the bases loaded in the fifth, tying it at 2.

Luke Scott started the fifth with a drive off Jake Peavy for his 14th homer, giving Tampa Bay a 2-1 lead.

Carlos Pena had a sacrifice fly for the Rays in the fourth, but the White Sox tied it in the bottom half when James Shields walked two and gave up a single to Alex Rios to load the bases with no outs. One out later, Shields hit Dayan Viciedo with a pitch to force in a run, then retired the next two batters to avert the big inning.

Shields gave up six hits in 6 1-3 innings, throwing 117 pitches. He struck out six and walked four.

Peavy went 7 1-3 innings, leaving after walking pinch-hitter Sam Fuld. He gave up four hits, struck out six and walked one.

NOTES: The White Sox still have not named a starter for Sunday's series finale to oppose Rays ace David Price. Jeremy Hellickson (9-10) goes for Tampa Bay on Friday against Gavin Floyd (10-11) and Saturday it's Matt Moore (10-11) vs. Chicago's Chris Sale (17- 7). ... Rays C Jose Molina (right quad strain) missed a second straight game. Maddon said "he's doing better," but isn't sure when Molina will be able to return to action. ... Dan Johnson, who homered for Tampa Bay to tie the game with the Yankees on the final day last year, is now a reserve with the White Sox and lined out in the ninth Thursday night. "It's very strange that Danny's over there," Maddon said. "Great guy. He's a big part of Devil Ray/Ray history. ... I know how calm he is in big moments."

WASHINGTON (AP) ? Trying to command attention and build his lead in the polls, President Barack Obama unveiled a new two-minute TV commercial Thursday calling for an "economic patriotism" he hopes will sweep him to a second term, urging voters to compare his plan with Republican Mitt Romney's and "decide for yourself."

Romney, campaigning in Ohio while polls showed him slipping in key states, declared that "I care about the people of America" and can do more than Obama to improve their lives.

Romney's approach reflected what he is up against: a widening Obama lead in polls in key states such as Ohio, the backlash from a leaked video in which he disparages Obama supporters as government-dependent people who see themselves as victims, and a campaign imperative to make his policy plans more plain.

With under six weeks to go, and just one week before the first big debate, Obama's campaign reveled in the latest public polling ? but tried to crush any sense of overconfidence. "If we need to pass out horse blinders to all of our staff, we will do that," campaign spokeswoman Jen Psaki said.

Obama readied a new ad in seven battleground states, a lengthy spot designed to cut through the clutter and outline a second-term agenda to create manufacturing jobs, promote U.S.-made energy resources, train workers and reduce the deficit. He uses the ad to remind voters that the nation was losing nearly 800,000 jobs a month when he took office and was "mired" in Iraq but now the nation, he says, is "moving forward again." He charges that Romney's plan would double-down "on the same trickle-down policies" that led to the economic crisis.

"It's time for a new economic patriotism rooted in the belief that growing our economy begins with a strong, thriving, middle class. Read my plan. Compare it to Gov. Romney's and decide for yourself," Obama says in the ad, which directs viewers to a campaign website. The ad was appearing in New Hampshire, Virginia, Florida, Ohio, Iowa, Nevada and Colorado. Campaign aides said voters in those states would see it frequently.

Much of Wednesday's activities were centered on Ohio, where Obama's momentum has seemed to be growing. It's also a state no Republican has won the White House without carrying.

Romney, eager to project confidence and brush aside suggestions that he was faltering, went after working-class voters outside Columbus and Cleveland before rolling to Toledo. Obama rallied college crowds at Bowling Green State University and Kent State University, reminding Ohioans their state allows them to start cast ballots next week. Early voting has already begun in more than two dozen other states.

For Romney, in his appearances and in a new TV ad in which he appeals straight to the camera, it was time for plain talk to contrast himself with Obama, and to mince no words about his expectations.

"There are so many people in our country who are hurting right now. I want to help them. I know what it takes," Romney told the crowd in Westerville. "I care about the people of America, and the difference between me and Barack Obama is I know what to do."

Asked in an interview about his ability to empathize with ordinary Americans, Romney cited the health care law he championed while governor of Massachusetts. It's a topic Romney usually doesn't raise because Obama cites the initiative as the basis for his own health care overhaul. Conservatives despise what they call "Obamacare" ? Romney has vowed to repeal and replace it if elected ? and tend to oppose the idea of universal health coverage.

"Don't forget ? I got everybody in my state insured," Romney told NBC News while in Toledo. "One hundred percent of the kids in our state had health insurance. I don't think there's anything that shows more empathy and care about the people of this country than that kind of record."

That message so late in the campaign ? a presidential nominee declaring his concern for all the people of the country ? was part of his widening effort to rebound from his caught-on-video comments at a fundraiser.

In those comments, made last May but only recently revealed, Romney said "47 percent of the people" pay no federal income tax, will vote for Obama no matter what, see themselves as victims, think the government must care for them and do not "take personal responsibility and care for their lives."

New opinion polls, conducted after the video became public, show Obama opening up apparent leads over Romney in battleground states, including Ohio and Virginia. And majorities of voters in Florida, Ohio and Pennsylvania say Romney's policies would favor the rich over the middle class or the poor.

Specifically in Ohio, two surveys show the president crossing the 50 percent mark among likely voters. A Washington Post poll found Obama ahead 52 percent to 44 percent among those most likely to turn out, and a Quinnipiac University/CBS News/New York Times poll showed a 10-point Obama lead among definite voters.

Noting anew the Romney video comments, Obama said Wednesday: "We understand that America is not about what can be done for us. It's about what can be done by us together, as one nation, as one people."

And he added: "You can't make it happen if you write off half the nation before you take office."

Romney was showing signs of picking up his pace, and he did not mince words about his expectations.

"Were we to re-elect President Obama there is no question in my mind we'd face four more difficult years," he said. "If, instead I ? no, instead, when I become president, we're going to get this economy growing again, we're going to do the things that ignite this economy."

Romney scheduled a blizzard of interviews with ABC, CBS and NBC, his second round of broadcast network appearances in three days after weeks of ignoring their requests. He also did interviews Tuesday with Fox News and CNN.

"I'm very pleased with some polls, less so with other polls," he told ABC. "But frankly, at this early stage, polls go up, polls go down."

The new Romney TV ad, at 60 seconds, is a longer and softer approach in which he speaks about people struggling to pay for food and gas with falling incomes.

At one point on Wednesday, the two candidates spoke from different sections of northern Ohio at the same time, their scenery as different as their message.

At a factory in Bedford Heights, Romney appeared on a stage surrounded by visual evidence of Ohio's manufacturing base ? giant coils of steel wire, metal beams, yellow "caution" signs ? and spoke as machines whirred in the background. He appeared with Mike Rowe, an everyman TV personality and pitchman.

Obama appeared at two packed college basketball arenas, delivering his message first to a boisterous crowd of more than 5,000 at Bowling Green and then to 6,000 screaming supporters at Kent State.

He said a student who introduced him broke his wrist during a game of ultimate Frisbee. Exhorting the crowd to vote, he said, "You got to play through injuries."

The campaigns tried, too, for footholds on other fronts.

Both sides kept up their attempts to paint each other as weak in dealing with China, efforts aimed at wooing support from working-class voters whose jobs might suffer from imports from China.

Romney also focused Wednesday on interest paid on the national debt, a subject he hasn't regularly discussed in his standard campaign speech. His comments came after a Washington Post poll showed the federal debt and deficit are the one set of issues where he has an advantage over Obama with likely voters.

Romney's running mate, Paul Ryan, took a sharper approach. He told radio host Sean Hannity that Obama was using hollow tactics to paint his opponents as evil.

"He's basically trying to say 'If you want any security in your life stick with me. If you go with these Republicans they're going to feed you to the wolves. It's going to be a dog-eat-dog society,'" Ryan said.

In recent weeks, Romney has lost his polling edge on the economy generally, with more people saying they now trust Obama to fix the nation's economic woes.

Fighting back, new Republican-leaning independent groups jumped in Wednesday with advertising aimed at voters who supported Obama in 2008 but are undecided now.

"I will say that as time progresses, the field is looking like it's narrowing for them," said Psaki, the Obama campaign spokeswoman. "In that sense, we'd rather be us than them."

The president, though, did have his own ups and downs.

Air Force One aborted its approach into Toledo because of bad weather, forcing the commander of the presidential plane to circle the airfield.

The second try was a success without incident.

Later, at Kent State, Obama was building to his argument for keeping jobs in the United States when he stumbled on a familiar line before recovering at Romney's expense.

"First thing is, I want to see us export more jobs, uh, exports more products. Excuse me. I was a channeling my opponent there for a second."

Does Your Customer Service Strategy Include Social Media ...

By the end of the year, 80 percent of companies plan to use social media for customer service. On the consumer side, 62 percent of customers have already used social media for customer service issues. Gartner predicts one billion users will be on social networks by the end of 2012.

The social landscape is evolving, but one thing remains certain: Your ability to serve your customers, in the channels they wish to be served in, is critical to your business's success. But social customer service isn?t a cute tool to be used by opportunistic marketing departments to big up the brand; it is an essential method of communication that needs to become part of a clearly defined organizational model.

Consider Current and Potential Customers

The post-sales experience brings both acquisition and retention power. It is critical to keep current customers happy and show potential customers how well you do business.

To be effective the social customer service model needs to be as organic and flexible as the medium that created it, while simultaneously delivering tangible results for the business through a stronger brand identity, better customer service and a long-term strategic plan.

But problems still exist. A study by A.T. Kearney found that, of the top 50 brands, 56 percent did not respond to a single customer comment on their Facebook Page in 2011. Brands ignored 71 percent of customer?s complaints on Twitter. And, 55 percent of consumers expect a response the same day to an online complaint, while only 29 percent receive one. Your customer service strategy must include social media and be part of your long-term business plan to maintain competitive advantage.

The New Customer Service Tool

Debbie Curtis-Magley, public relations manager at UPS and Viktor van der Wijk, director of acquisition at KLM deliver two standout presentations on how you can better leverage social media for customer service. Based on these presentations, here are three tips for how to best use social media as a customer service tool.

Integrate social media into your existing customer service function. Gone are the days when social media sat by itself at the table; now you have to allow social media to influence all business functions to become a more responsive customer-centric business tool.

Create a voice your audience can relate to. Create humanized response models to engender loyalty and build relationships. Many companies are guilty of creating robust and well-planned strategies for social media customer service delivery, but not following through with this critical step.

Be proactive. Monitor social interaction to spot issues and solve problems before they become crises. Social media customer service delivery involves dealing with criticism and complaints in public, often in front of an audience of millions. If you?re going to prevent a small problem from growing into something worse, you need to have a detailed understanding of what you need to respond to, a path to response and escalation policies for resolution.

Engadget visits Nokia House, walks down memory lane

It's not the first time Engadget editors have stepped foot at Nokia House -- the company's HQ in Espoo, Finland -- but it's always a treat, and our visit this week is no exception. Today we took a walk down memory lane, and spent some time with several Nokia handsets -- from one of the very first mobile phones to the Lumia 920. We played with some of the more iconic models and designs, such as the 1011 (first GSM handset), 1610, 7700 / 7710 (S90), 7280 (lipstick phone), 770 / N800 tablets, N-Gage / QD, 3300, 8800, 8110 (from the Matrix movie), N93 / N93i, N91, N92, N76, N95 and finally the 7650 (the first handset running Symbian). In addition, we also got to handle some of the Lumia 820 and 920 accessories, including the Fatboy wireless charging pillow and JBL-branded Power Up speakers. Check out the gallery below then hit the break for our hands-on video. Oh, and don't forget to tune in tomorrow for our live Q&A with Nokia's CEO Stephen Elop.

Update: That music-centric handset which uses an IBM Microdrive is the N91 (not N90) and was announced in 2005 (not 1995), and that flip-phone is the N76 (not the N75) -- sorry for the slip in the video.

Zach Honig contributed to this report.

Using Contractors for Non-Core Business

Even though it is a good idea to be as self-sufficient as possible in business, it is also important that you are doing whatever you can to provide the highest quality product or service, which can mean making use of contractors occasionally. The following is a brief look at some of the main considerations when it comes to using contractors for non-core elements of your business.

Save time

Outsourcing some of those less-vital aspects of your business can save you a huge amount of time, because you can have someone else doing those less important tasks while you are taking care of the more specialised ones. Not only will this make your business operations far more efficient, but it will also have you and your staff making better use of your time, doing things that you do best.

Save money

Along with saving your business time, outsourcing will often save you a significant amount of money as well, because those to whom you are outsourcing will be better set up to get the job done more efficiently ? after all, this is their specialty. At the same time, make sure you are paying for a quality job, because unless you are paying a fair price, the quality of the work is sure to suffer.

Improve quality

Apart from being able to do the job faster and perhaps even cheaper, contracting out will usually mean you are getting a far higher quality product or service as well, because there is certainly something to be said for having the right tools, equipment and experience to get a job done properly. Rather than continue to struggle to provide a far lower quality version, turn one of your business weaknesses into a strength by outsourcing it.

Integrate your contractors

Even though your contractors may spend the majority of their time outside of your business workplace, it is still important that you have some sort of contractor induction process. This is important for contractor safety, as well as ensuring that your contractors understand exactly what you expect of them and what they can expect of you. Don?t skip this important step if you do choose to outsource.

Save space

Having contactors take care of some of those non-core aspects of your business can help free up some space, allowing you to have a little more room to operate in there. Depending on which elements you outsource, you may even be able to move your business into a smaller place, which can save you a small fortune on the costs of your business operations.

Do your research

Do some research into any of the contractors you are considering doing business with, and ensure they have shown themselves to be more than capable of doing the work you need them to do. Read any of the reviews you can find, and even just Google them to see what comes up, because they may actually be quite well known ? for either good or bad reasons.

(AP) ? Republican vice presidential nominee Paul Ryan is courting Cuban-American voters with promises to be tougher on the Castro government than President Barack Obama.

Ryan campaigned Saturday morning in Miami's Little Havana neighborhood. He'll hold a town hall in the afternoon at the University of Central Florida in Orlando.

Former Florida Gov. Jeb Bush, Miami's Cuban-American congressional representatives and Republican presidential nominee Mitt Romney's son Craig touted Ryan's credentials in English and Spanish for the breakfast crowd.

Ryan said he and Romney would help get Latinos back to work. He also said America offered a better life to immigrants seeking freedom and prosperity. Cubans benefit from the so-called wet foot, dry foot policy that provides those who literally step on U.S. soil with temporary visas and a path to legal citizenship.

Of course, Matt and I were there to cover the launch of the iPhone 5 live, but we weren't the only early risers yesterday. Thousands of people, including fanboys, brands, and members of the media (not to mention Apple geniuses) were at Apple's Fifth Ave. flagship store in NYC at the crack of dawn. Yes, all for a phone.

Firefox 15

With its rapid-release schedule, Firefox now gets a new version number every month and a half, and some versions are bigger than others in terms of features. Firefox 15 could be said to be in the middle of this range?unless you're big user of extensions, in which case this is an important release. That's because version 15 attacks a problem a lot of longtime users have experienced?excessive memory use by browser extensions. The new release also implements background updating similar to that used by Google Chrome, and adds a bunch of features for Web developers. New capabilities will let developers build fast, precise 3D games for the Web.

Partly because of these constant improvements and partly because it's not the product of a large corporation but rather an international open-source effort, I'm still a big Firefox fan. ?And there's not much that other browsers can do that Firefox can't. It has lots of HTML5 support, the best extension and customization capabilities, and a unique "Panorama" tab organizer. While you can get all this Mozilla goodness for Windows, Mac, or Linux, I evaluated the Windows version for this review. On the mobile side, you can read our review of Firefox for Android.

The big interface changes all came along in version 4. Mozilla started emulating Google's Chrome (free, 4.5 stars) Web browser in JavaScript speed and minimalist interface, as other Windows browser competitors Internet Explorer 9 (free,? 3.5 stars) and Opera 12 (free, 3.5 stars) have, as well.

Firefox 15 can nearly match Chrome on JavaScript speed, and Mozilla's browser holds its own when it comes to HTML5 support and a trimmed down interface that gives the Web page center stage. But when compared side-by-side with Chrome, Firefox falls just a bit short in terms of HTML5 support and whiz-bang features like Chrome Instant, which loads pages from your history before you even finish typing their addresses or search terms in the address bar.

In version 9, we got better "Do Not Track" privacy support (something that's still in only in pre-beta form for Chrome), and improved HTML5 standard support. Firefox 7 added better use of memory by the browser itself, addressing one of the most common complaints I've heard about Firefox over the past few years. It also sped up startup times, in which Firefox has long trialed competing browsers.

With version 15, Mozilla has attacked a memory-use problem that wasn't entirely its fault: overuse of memory by extensions. Since one of the main reasons to use Firefox is its wealth of extensions to customize and add features to the browser, their effect on memory consumption is important for Mozilla. I extended my Firefox with the top 10 extensions, running it on an 8GB RAM system with a 3.4GHz Intel Core 2 processor. Here's what I saw when loading the same ten media-heavy sites in the browsers:

Browser

Memory Consumed with 10 Websites Loaded (in MB?lower is better)

Firefox 15

335

Maxthon 3.4

407

Internet Explorer 9

545

Chrome 21

679

Opera 12

696

I added memory used by Firefox's plug-in container process to its total here, and let each browser run for several minutes with all the sites open. Not only does Firefox show the least memory consumption for the same group of sites loaded at the same time, but a very encouraging observation was that Firefox's memory use would occasionally drop, as the program freed up bytes it no longer needed. Opera, which used the most memory for the same sites, takes the approach of caching site content in memory so that the sites load faster if you revisit them.

Install
A simple 16MB download gets you the Firefox 15 Windows installer. When you run it you'll lose your old version of Firefox. The latest Firefox is available for Mac (30MB) and Linux (17MB) as well as for Windows 7, Vista, and XP?the last of which even Internet Explorer 9 (Free, 4 stars) can't claim. You can import bookmarks from any other installed browsers on first run, but setup is as uncomplicated as it is for Chrome. Firefox also now makes it easy to choose a search provider other than Google, but surprisingly, not as easy as Chrome does. Mozilla also offers a Firefox with Bing version, which uses Microsoft's Web search built in.

Mozilla has been working towards silent updates for Firefox since at least the summer of 2010. And starting with version 15 this effort finally has come to fruition?you no longer need to explicitly update Firefox; it happens after a restart of the browser without an interrupting update procedure. The Firefox installation gets around Windows' User Access dialog in a more orthodox way than Google Chrome's automatic updates. Chrome installs in a non-standard, non program folder, which some consider a potential security risk. Firefox, however, uses a "service" rather than a standard program process for the update to avoid the UAC dialog.

Interface
Firefox's interface is in line with the trend of "less is more"?less space taken up by the browser frame and controls and more space for Web pages. The page tabs have moved above the address bar, and as with Opera 12, there's just a single menu option in the form of the orange Firefox button at top left. You can re-enable the standard menus by hitting the Alt key.

With version 13, Firefox filled one remaining gap between it and pretty much every other browser?its new-tab page was completely blank, where others like IE and Opera long offered a grid of frequently visited and favorite sites, as well as the ability to re-open closed tabs. Firefox has not only added tiles for most-accessed sites on the new-tab page, but included lots more settings on its home page. As in most other browsers, you can customize what's on these thumbnails, and they shrink and enlarge as you resize the browser window.

You can also remove sites and pin and unpin them to the new-tab page. But you can't specify which sites to include: They're chosen by frequency of your visits. It's not quite up to the level of Safari's beautiful 3D Top Sites page or Opera's Speed Dial, which even offers live information on its pinned tiles. And most of the others let you re-open closed sessions?Firefox's default home page lets you do this, though I'd like to see the choice on the new-tab page, too. Anyway, it's good to see that Firefox finally helps you out a little when you open a new tab. If on the other hand, you don't want this view, a button at top right turns it off, reverting to the plain white, blank tab page.

The Home button is to the right of the search bar, and a bookmark button appears to the right of that. That bookmark button only appears when you don't want the bookmark toolbar taking up browser window space. This gives you one-click access to frequently needed Web addresses. But I wish that, like IE's star button, the button also let you see recent page history. You can still call up the full bookmark manager, which lets you do things like importing bookmarks from other browsers, search, and organize. And the full History dialog does let you see all recent visits, but it's not as convenient as IE's star dropdown.

Firefox is one of the last remaining browsers to still use separate address and search boxes, which is good for those who like to keep those two activities separate. That doesn't mean, however, that a search won't work in the address bar, aka the "awesome bar." That tool, which drops down suggestions from your history and favorites whenever you start typing, was pioneered by Firefox and copied by all other browsers. Another tweak is that when one of its suggested sites is already open in a tab, you can click on a "Switch to tab" link, preventing you from opening more tabs unnecessarily?a useful tweak.

As part of its leading extensibility, Firefox has always been the browser most open to allowing different search providers, including specialized search like shopping, reference, or social. It was one of the first to support the OpenSearch format. The other popular browsers now do so, too, but Firefox can automatically detect search services on a page and let you add them from the search bar. And Firefox's built-in Twitter search option makes it easy to find Twitter personalities worth following as well as popular photos and videos on the social network.

The Mac version of Firefox integrates well with Apple's latest desktop operating system, Mac OS X Mountain Lion. Mozilla's browser supports the OS's two- and three-finger swiping gestures for moving between apps and pages in full screen, and the theme design matches Mountain Lion's toolbar and icon stylings. With version14, we finally got full-screen operation in OS X, but it still doesn't support multitouch trackpad webpage zooming, as Safari does.

Psychology can explain and improve bad classroom behavior

ScienceDaily (Sep. 19, 2012) ? A new monograph published by the British Journal of Educational Psychology published September 21, 2012 brings together evidence from psychological research to help readers understand the causes of anti-social behaviour and what can be done to curb it.

Psychology and Antisocial Behaviour in School looks at the evidence from psychology for understanding troublesome behaviour in schools, dealing with behaviour in general, specific types of behaviour such as bullying, developmental disorders such as autistic spectrum disorder and ADHD, and with different explanations for social emotional and behavioural difficulties such as social identity, information processing and social competence.

The emphasis is on empirically based psychological theory and research evidence and its relation to interventions in school. Findings from data gathered from a range of countries including Brazil, China, North America, Spain and the UK are reported.

Professor Pam Maras from the University of Greenwich, one of the editors of the monograph, says: "Young people's behaviour in and out of school currently receives a great deal of academic, media, and government attention, with many commentators expressing concern about the 'state of youth'. However, whilst antisocial behaviour in schools is a topic of major international concern, there is a surprising dearth of work on the psychological explanations for its occurrence, or on interventions founded on such explanations. This monograph is intended to address that deficit."

5 hrs.

People may be waiting outside Apple Stores to buy the iPhone 5, but that device's biggest feature (apart from its extra-large screen) is already available to millions of users: iOS 6. And since its release yesterday, it's already on 15 percent of iPhones and other iOS devices,?according to tracking done by Chitika.

iOS 6 has been available to developers for months, but it wasn't quite finished until just a week ago, when the final update was applied. Even then, it was only Wednesday, a week after the announcement of the iPhone 5, that the newest version of Apple's mobile OS was made public to millions of eligible users.

iPhones going back to the 3GS and any iPad but the first are able to update, but it's not like everyone got a notification?at once at hit "OK." Power users would likely plug into their Macs right away, back up their data, and download the update through iTunes. But people waiting to be offered the update over the air, or users who want to wait for the bugs to get squashed, may be holding off.

Still, after just 24 hours of availability, iOS 6?made up over 15 percent of iOS traffic to sites monitored by ad and tracking firm Chitika. Because the update is relatively painless and applies to all devices going back at least two years, the uptake is quicker than that seen by Android's newer versions, all of which must undergo vetting and tweaking by carriers.

The latest version of Android, 4.1 or "Jelly Bean," can only be found on around 1.5 percent of devices after two months of availability, Chitika said in another article.

There are many new features in iOS 6 worth upgrading for, but if you use maps a lot, you might consider waiting just a little bit until Apple's new Maps app is updated; people all over the world are complaining about the quality, which is regarded as a major step back from Google Maps, which powered the app before.

If you want to upgrade your device, you can do so under the "General" tab in Settings, or in iTunes by clicking on it under the "Devices" menu item.
