Court delays border-crossing pollution rule

(AP) ? A federal court Friday put on hold a controversial Obama administration regulation aimed at reducing power plant pollution in 27 states that contributes to unhealthy air downwind.

More than a dozen electric power companies, municipal power plant operators and states had sought to delay the rules until the litigation plays out. A federal appeals court in Washington approved their request Friday.

The EPA, in a statement, said it was confident that the rule would ultimately be upheld on its merits. But the agency said it was "disappointing" the regulation's health benefits would be delayed, even if temporarily.

Republicans in Congress have attempted to block the rule using legislation, saying it would shutter some older, coal-fired power plants and kill jobs. While those efforts succeeded in the Republican-controlled House, the Senate ? with the help of six Republicans ? in November rejected an attempt to stay the regulation. And the White House had threatened to veto it.

The rule, finalized by the Environmental Protection Agency in July, replaces a 2005 Bush administration proposal that was rejected by a federal court.

The Bush-era rule, which is expected to cost the industry $1.6 billion annually to comply, will remain in effect. The new rule would have added $800 million a year to that price tag. But those investments would be far outweighed by the hundreds of billions of dollars in health care savings from cleaner air, according to the EPA.

In the first two years, the EPA estimates that the regulation and some other steps would have slashed sulfur dioxide emissions by 73 percent from 2005 levels, and nitrogen oxides will be cut by more than half.

Sulfur dioxide and nitrogen oxide pollution from power plant smokestacks can be carried long distances by the wind and weather. As they drift, the pollutants react with other substances in the atmosphere to form smog and soot, which have been linked to various illnesses, including asthma, and have prevented many states and cities from complying with health-based standards set by law.

Environmentalists on Friday said they would continue to defend the regulations, which are essential for some states to be able to meet air quality standards for soot and smog and are far more protective than the ones proposed under the Bush administration.

"The pollution reductions at stake are some of the single most important clean air protections for children, families and communities, across the eastern half of the United States," said Vickie Patton, the general counsel for the Environmental Defense Fund.

But Scott Segal, director of the Electric Reliability Coordinating Council, a coalition of power companies, said in a statement Friday that the ruling was the "first step to setting it right."

"The underlying rule was the subject of hasty process, poor technical support, unequal application and substantial threat to jobs, power bills and reliability," he said.

Six states? Texas, Nebraska, Florida, Kansas, Louisiana, and Ohio ? had asked the court for the delay. All would have had to reduce pollution from their power plants under the regulation. They were joined by Ames, Iowa, local power plant operators and power generating companies, including Entergy Corp., Luminant Generation Co. and GenOn Energy.

"For the time being, this stay means Nebraskans will not have to foot the bill for unnecessary modifications mandated by the EPA," said Nebraska Attorney General Jon Bruning. "We will continue to fight these job-killing regulations by an overreaching federal government run amok."

The court is asking that oral arguments take place by April 2012.

Argentina adopts wide definition of terrorism (Reuters)

BUENOS AIRES (Reuters) ? Argentina enacted a law on Wednesday providing a wide definition of terrorism that critics fear will allow the state to jail people for up to 15 years for activities as diverse as marching in protests or pulling money out of banks.

The law, approved by Congress last week, seeks to punish anyone who "terrorizes" the population, leaving the definition of the term open.

The government of recently re-elected President Cristina Fernandez says the measure is needed to meet anti-money-laundering standards set forth by the Financial Action Task Force, a multinational policy-making body.

Argentine anti-money-laundering chief Jose Sbatella said recently the measure sought to prevent "any group of economically powerful people from working in concert to wipe out the country's reserves or from terrorizing the population in a way that it induces them to withdraw all their deposits."

Legal experts in Argentina says the law's language leaves the definition of terrorism so open that local courts are sure to strike it down.

"The problem is in the ambiguity," constitutional lawyer Felix Lon told Reuters.

"It could refer to social protests or a headline published by a newspaper," he added. "A run on the banks could be considered terrorism."

Earlier this year, the government slapped controls on foreign currency purchases, widely seen as an effort to stem capital outflows.

Analysts criticized the measure as counter-productive, since it made many depositors nervous and thus more likely to seek safety in U.S. dollars.

In another policy widely criticized as heavy-handed, economists who publish inflation data at odds with the government's widely discredited monthly consumer price figures are fined by the Fernandez administration.

The president won re-election in October, promising to deepen the unorthodox policies that have made her popular among recipients of generous welfare spending. But business leaders complain about state intervention in the economy.

New powerful painkiller has abuse experts worried (AP)

NEW YORK ? Drug companies are working to develop a pure, more powerful version of the nation's second most-abused medicine, which has addiction experts worried that it could spur a new wave of abuse.

The new pills contain the highly addictive painkiller hydrocodone, packing up to 10 times the amount of the drug as existing medications such as Vicodin. Four companies have begun patient testing, and one of them ? Zogenix of San Diego ? plans to apply early next year to begin marketing its product, Zohydro.

If approved, it would mark the first time patients could legally buy pure hydrocodone. Existing products combine the drug with nonaddictive painkillers such as acetaminophen.

Critics say they are especially worried about Zohydro, a timed-release drug meant for managing moderate to severe pain, because abusers could crush it to release an intense, immediate high.

"I have a big concern that this could be the next OxyContin," said April Rovero, president of the National Coalition Against Prescription Drug Abuse. "We just don't need this on the market."

OxyContin, introduced in 1995 by Purdue Pharma of Stamford, Conn., was designed to manage pain with a formula that dribbled one dose of oxycodone over many hours.

Abusers quickly discovered they could defeat the timed-release feature by crushing the pills. Purdue Pharma changed the formula to make OxyContin more tamper-resistant, but addicts have moved onto generic oxycodone and other drugs that do not have a timed-release feature.

Oxycodone is now the most-abused medicine in the United States, with hydrocodone second, according to the Drug Enforcement Administration's annual count of drug seizures sent to police drug labs for analysis.

The latest drug tests come as more pharmaceutical companies are getting into the $10 billion-a-year legal market for powerful ? and addictive ? opiate narcotics.

"It's like the wild west," said Peter Jackson, co-founder of Advocates for the Reform of Prescription Opioids. "The whole supply-side system is set up to perpetuate this massive unloading of opioid narcotics on the American public."

The pharmaceutical firms say the new hydrocodone drugs give doctors another tool to try on patients in legitimate pain, part of a constant search for better painkillers to treat the aging U.S. population.

"Sometimes you circulate a patient between various opioids, and some may have a better effect than others," said Karsten Lindhardt, chief executive of Denmark-based Egalet, which is testing its own pure hydrocodone product.

The companies say a pure hydrocodone pill would avoid liver problems linked to high doses of acetaminophen, an ingredient in products like Vicodin. They also say patients will be more closely supervised because, by law, they will have to return to their doctors each time they need more pills. Prescriptions for the weaker, hydrocodone-acetaminophen products now on the market can be refilled up to five times.

Zogenix has completed three rounds of patient testing, and last week it announced it had held a final meeting with Food and Drug Administration officials to talk about its upcoming drug application. It plans to file the application in early 2012 and have Zohydro on the market by early 2013.

Purdue Pharma and Cephalon, a Frazer, Pa.-based unit of Israel-based Teva Pharmaceuticals, are conducting late-stage trials of their own hydrocodone drugs, according to documents filed with federal regulators. In May, Purdue Pharma received a patent applying extended-release technology to hydrocodone. Neither company would comment on its plans.

Meanwhile, Egalet has finished the most preliminary stages of testing aimed at determining the basic safety of a drug. The firm could have a product on the market as early as 2015 but wants to see how the other companies fare with the FDA before deciding whether to move forward, Lindhardt said.

Critics say they are troubled because of the dark side that has accompanied the boom in sales of narcotic painkillers: Murders, pharmacy robberies and millions of dollars lost by hospitals that must treat overdose victims.

Thousands of legitimate pain patients are becoming addicted to powerful prescription painkillers, they say, in addition to the thousands more who abuse the drugs.

Prescription painkillers led to the deaths of almost 15,000 people in 2008, more than triple the 4,000 deaths in 1999, the Centers for Disease Control and Prevention reported last month.

Emergency room visits related to hydrocodone abuse have shot from 19,221 in 2000 to 86,258 in 2009, according to data compiled by the Drug Enforcement Administration. In Florida alone, hydrocodone caused 910 deaths and contributed to 1,803 others between 2003 and 2007.

Hydrocodone belongs to family of drugs known as opiates or opioids because they are chemically similar to opium. They include morphine, heroin, oxycodone, codeine, methadone and hydromorphone.

Opiates block pain but also unleash intense feelings of well-being and can create physical dependence. The withdrawal symptoms are also intense, with users complaining of cramps, diarrhea, muddled thinking, nausea and vomiting.

After a while, opiates stop working, forcing users to take stronger doses or to try slightly different chemicals.

"You've got a person on your product for life, and a doctor's got a patient who's never going to miss an appointment, because if they did and they didn't get their prescription, they would feel very sick," said Andrew Kolodny, president of Physicians for Responsible Opioid Prescribing. "It's a terrific business model, and that's what these companies want to get in on."

Under pressure from the government, Purdue Pharma last year debuted a new OxyContin pill formula that "squishes" instead of crumbling when someone tries to crush it.

But Zogenix, whose drug is time-released but crushable, says there is not enough evidence to show that such tamper-resistant reformulations thwart abuse.

"Provided sufficient effort, all formulations currently available can be overcome," Zogenix said in a written response to questions by The Associated Press.

At a conference for investors New York on Nov. 29, Zogenix chief executive Roger Hawley said the FDA was not pressuring Zogenix to put an abuse deterrent in Zohydro.

"We would certainly consider later launching an abuse-deterrent form, but right now we believe the priority of safer hydrocodone ? that is, without acetaminophen ? is a key priority for the FDA," Hawley said.

FDA spokeswoman Erica Jefferson said the agency would not comment on its discussions with drug companies, citing the need to protect trade secrets.

Drug control advocates say they're worried the U.S. government is too lax about controlling addictive pain medications. The United States consumes 99 percent of the world's hydrocodone and 83 percent of its oxycodone, according to a 2008 study by the International Narcotics Control Board.

One 41-year-old loophole in particular has fed the current problem with hydrocodone abuse, critics say. The federal Controlled Substances Act, passed in 1970, puts fewer controls on combination pills containing hydrocodone and another painkiller than it does on the equivalent oxycodone products.

A Vicodin prescription can be refilled five times, for example, while a Percocet prescription can only be filled once.

The Drug Enforcement Administration and Food and Drug Administration have been studying whether to close this loophole since 1999 but have made no decision. Congress is now considering a bill that would force the agencies to tighten the controls.

"This is a problem that is fundamentally an oversupply problem," said Jackson, the drug-control advocate. "The FDA has kind of opened the floodgates, and they refuse to recognize the mistakes made in the past."

Pure hydrocodone falls into the stricter drug-control category than hydrocodone-acetaminophen medications, meaning patients would have to go to their doctors for a new prescription each time they needed more pills. But Jackson said that's no guarantee against abuse, noting that dozens of unscrupulous doctors have been caught churning out prescriptions in so-called "pill mills."

The Drug Enforcement Administration, which enforces controls on medicines along with the FDA, said it could not comment on drugs that have not yet been approved for sale.

However, Zogenix has acknowledged the abuse issue could become a liability.

"Illicit use and abuse of hydrocodone is well documented," it said in a filing with the Securities and Exchange Commission in September. "Thus, the regulatory approval process and the marketing of Zohydro may generate public controversy that may adversely affect regulatory approval and market acceptance of Zohydro."

Mexico drug cartel Zetas have their own radio system

MEXICO CITY -- When convoys of soldiers or federal police move through the scrubland of northern Mexico, the Zetas drug cartel knows they are coming.

The alert goes out from a taxi driver or a street vendor, equipped with a high-end handheld radio and paid to work as a lookout known as a "halcon," or hawk.

The radio signal travels deep into the arid countryside, hours by foot from the nearest road. There, the 8-foot-tall (2-meter-tall) dark-green branches of the rockrose bush conceal a radio tower painted to match. A cable buried in the dirt draws power from a solar panel. A signal-boosting repeater relays the message along a network of powerful antennas and other repeaters that stretch hundreds of miles (kilometers) across Mexico, a shadow communications system allowing the cartel to coordinate drug deliveries, kidnapping, extortion and other crimes with the immediacy and precision of a modern military or law-enforcement agency.

The Mexican army and marines have begun attacking the system, seizing hundreds of pieces of communications equipment in at least three operations since September that offer a firsthand look at a surprisingly far-ranging and sophisticated infrastructure.

Current and former U.S. law-enforcement officials say the equipment, ranging from professional-grade towers to handheld radios, was part of a single network that until recently extended from the U.S. border down eastern Mexico's Gulf coast and into Guatemala.

The network allowed Zetas operatives to conduct encrypted conversations without depending on the official cellphone network, which is relatively easy for authorities to tap into, and in many cases does not reach deep into the Mexican countryside.

"They're doing what any sensible military unit would do," said Robert Killebrew, a retired U.S. Army colonel who has studied the Mexican drug cartels for the Center for a New American Security, a Washington think tank. "They're branching out into as many forms of communications as possible."

The Mexican army said on Dec. 4 that it had seized a total of at least 167 antennas, 155 repeaters, 166 power sources, 71 pieces of computer equipment and 1,446 radios. The equipment has been taken down in several cities in the Gulf coast state of Veracruz and the northern states of Nuevo Leon, Coahuila, San Luis Potosi and Tamaulipas.

Clashes between sect, police kill 61 in Nigeria (AP)

MAIDUGURI, Nigeria ? Fighting between a radical Muslim sect and paramilitary forces in Nigeria has killed at least 61 people over several days of violence in the nation's northeast that has left churches bombed and people hiding in fear, authorities said Saturday.

In hard-hit Yobe state, where at least 50 people died, the government ordered a dusk-till-dawn curfew following attacks by the sect known as Boko Haram. In Maiduguri, the capital of neighboring Borno state, bombs reduced at least three churches to rubble and raised fears of further attacks by a group that claimed Christmas Eve bombings last year that killed dozens.

The fighting began Thursday in the two states, with gunfire and explosions heard into the night and the following day in an arid region that borders Cameroon, Chad and Niger. Damaturu, the capital of Yobe state, and the town of Potiskum bore the brunt of the violence.

In Damaturu, residents fled their homes near the city's central mosque ahead of a combined attack by soldiers and the federal police's feared Mobile Police, known as "kill-and-go" for their propensity for violence. The paramilitary forces raided the area in armored personnel carriers and tanks, with heavy gunfire marking their arrival.

"We were able to kill 12 of the Boko Haram armed sect and bombers," local police commissioner Lawan Tanko said. The police commissioner said officers also recovered Kalashnikov rifles, ammunition and explosives.

In Maiduguri, the capital of Borno state, a mortuary official who requested anonymity because of the sensitivity of the matter told The Associated Press at least 11 bodies had been brought in from the violence. Authorities blamed Boko Haram for firebombing at least three churches around the capital, attacks that killed one pastor and his young child.

This is just the latest in a series of bombings over the last year by Boko Haram. The group, whose name means "Western education is sacrilege" in the local Hausa language, wants to implement strict Shariah law across a nation of more than 160 million people that is home to both Christians and Muslims.

Boko Haram claimed responsibility for a Nov. 4 attack on Damaturu, Yobe state's capital, that killed more than 100 people. The group also claimed the Aug. 24 suicide car bombing of the U.N. headquarters in Nigeria's capital that killed 24 people and wounded 116 others.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties. The sect is responsible for at least 465 killings in Nigeria this year alone, according to an AP count.

Boko Haram has splintered into three factions, with one wing increasingly willing to kill as it maintains contact with terror groups in North Africa and Somalia, diplomats and security sources say. That, as well as its increasingly violent attacks, have some worried the group will carry out further attacks around Christmas and New Year's.

Last year, a series of Christmas Eve bombings in the central Nigerian city of Jos claimed by Boko Haram killed at least 32 people and wounded at least 74 others.

With those attacks in mind, the U.S. Embassy in Nigeria's capital of Abuja issued a warning Friday to citizens to be "particularly vigilant" around churches, large crowds and areas where foreigners congregate.

Analysts say the government's response remains strained as President Goodluck Jonathan, a Christian from the country's south, remains worried about alienating the country's predominantly Muslim north with heavy-handed tactics. In 2009, a military and police crackdown following rioting by Boko Haram members in and around Maiduguri left 700 people dead.

Yet since Thursday, authorities have been using paramilitary police and soldiers more freely. Tanko, the Yobe state police commissioner, said joint patrols by the military and police would continue.

"When you are fighting people you don't know, you cannot say that's the end of the exercise," Tanko said. "We are trying to ensure that will be the end, but we are monitoring what is going on. But we know we cannot specifically say that will be the end."

US offers $10 million for al-Qaida financier

The United States on Thursday established a reward of up to $10 million for information leading to Yasin al-Suri, accused of operating from Iran as a facilitator and financier for al-Qaida.

The bounty is the first offered for an al-Qaida financier and is aimed at disrupting a financial network that has operated from within Iran's borders since 2005, said Eytan Fisch, a senior Treasury Department official.

Robert Hartung, a senior State Department official, said that under an agreement between al-Qaida and the government of Iran, al-Suri had helped move money and recruits through Iran to al-Qaida leaders in neighboring countries.

Hartung said al-Suri, who is originally from Syria, also was known as Ezedin Abdel Aziz Khalil.

The U.S. Treasury Department in July blacklisted al-Suri and five other members of his network, exposing what the United States says are direct links between Tehran and the al-Qaida network.

Hartung said al-Suri's network serves as an important conduit for channeling both money and fighters from around the Middle East to al-Qaida leaders in Afghanistan, Pakistan and Iraq.

"He is a dedicated terrorist working in support of al-Qaida with the support of the government of Iran," Hartung said. "As a key fundraiser for the al-Qaida terrorist network, he is a continuing danger to the interests of the United States."

Since 1984 the U.S. Rewards for Justice program has paid more than $100 million to more than 70 people who provided credible information that either prevented terrorist attacks or helped bring accused terrorists to justice, the State Department's Hartung said.

Haiti groups see number of cholera cases drop (AP)

PORT-AU-PRINCE, Haiti ? Haiti has seen a steady decline in the number of cholera cases as the Caribbean nation settles into its dry season, humanitarian groups said Tuesday.

The number of cholera cases has dropped to an average of 10 to 20 cases a day in two separate treatment centers in the crowded capital of Port-au-Prince compared to a bump of an average of 30 to 40 cases a day a month ago, said Dr. Wendy Lai, a medical coordinator for Doctors Without Borders Holland.

The current figures are close to an earlier low of nine to 15 cases seen at its treatment centers in July, Lai said.

"We're pretty close to the low as we've ever been," she said by telephone.

The cholera infection rate has fluctuated through Haiti's rainy and dry seasons, with the spikes largely attributable to the showers and floods that cause the waterborne disease to spread more freely in an unsanitary environment.

That was evident at a Doctors Without Borders treatment center in the densely populated area of Carrefour during last spring's rainy season, when as many as 300 new cases were reported a day, Lai said.

The seasonal decline in the number of cholera cases is consistent with the findings of a report released Tuesday by the United Nations Office for the Coordination of Humanitarian Affairs.

The bulletin reported health officials logging an average of 300 cases nationwide per day, compared to 500 cases a month ago.

The same agency reported that fatality rates continue to drop or have stabilized in almost all of Haiti's 10 departments, with the exception of the Southeast where it jumped from 2.2 percent in January to 2.4 percent in November.

The mortality rate was once as high as 5 percent but has since dropped as Haitians educate themselves through government and aid agency campaigns about how to seek treatment and avoid the disease. Though easily treatable, cholera causes rapid dehydration and can kill within hours.

The initial mortality rate stemmed in part because the disease was alien to Haiti and few understood it.

There had been no documented cases of cholera in Haiti before the outbreak began a year ago. It was likely introduced to the country through a U.N. peacekeeping battalion from Nepal, where the disease is endemic.

Haiti now has the highest cholera infection rate in the world. Health officials say the disease has killed nearly 7,000 people and sickened another 515,000.

The alleged source of the disease has since become a contentious issue.

Last month, the Boston-based Institute for Justice and Democracy in Haiti filed a claim against the United Nations on behalf of more than 5,000 cholera victims on the grounds that the world body was responsible for the epidemic.

Bellflower track coach charged with molesting girl

? Prosecutors say a Bellflower athletics coach has been charged with molesting a girl for five years, starting when she was 13.

Deputy District Attorney Nicole Lai Vo says 48-year-old Bryan Shepherd was charged Wednesday with 20 counts of sex-related crimes in the alleged molestation. The charges include child molestation, oral copulation of a minor, sodomy of a minor and unlawful sexual intercourse.

Vo says the Bellflower High School coach molested one victim from the time she was 13 in 2005 until she was 17 in 2010.

Shepherd coached girls basketball and track and field.

He was arrested Tuesday is being held on $3 million bail.

(AP) ? Police said Wednesday they now believe a 5-year-old Arizona girl missing for more than two months was killed and that her body was dumped in a trash bin across town.

That's the most substantive information that police in the Phoenix suburb of Glendale have released about what they believe happened to Jhessye Shockley, who was reported missing Oct. 11.

Police didn't specify who they think killed the little girl.

A month ago, detectives arrested Jhessye's mother, Jerice Hunter, on a child abuse charge related to the girl and announced at the time that they didn't believe they'd find her alive.

Hunter was released days after her Nov. 21 arrest when prosecutors said they wanted further investigation. She has maintained she had nothing to do with her daughter's disappearance, and has been critical of investigators.

Police say Hunter has declined to submit to a lie-detector test.

Jhessye was last seen at her family's apartment in the Phoenix suburb of Glendale after Hunter said she went out for an errand and left the girl in the care of three older siblings

Police previously said they don't believe they will find the child alive.

According to court documents released last month, Jhessye's teenage sister told police that Hunter had instructed her to lie about the disappearance. She also said her mother kept Jhessye in a closet, and that the girl had cuts, black eyes and other bruises before she was reported missing.

Child welfare workers removed Hunter's other children, including a newborn, from her apartment in October but declined to say why.

Hunter came under scrutiny during the investigation for an October 2005 arrest with her then-husband, George Shockley, on child abuse charges in California. Hunter pleaded no contest to corporal punishment and served about four years in prison before she was released on parole in May 2010.

Hunter's oldest child, 14 at the time, has told police his mother routinely beat the children. George Shockley is a convicted sex offender and is still in a California prison.

Smaller turnout at 2nd round of Moscow protests (AP)

MOSCOW ? About 1,000 demonstrators demanding a rerun of parliamentary elections gathered Saturday in central Moscow for a second weekend of protests against Russia's fraud-tainted vote, a comparatively small crowd that underlined the challenge to the opposition of keeping up public pressure on authorities.

The turnout was far below the nationwide protests last Saturday in at least 60 cities, including a dramatic gathering of tens of thousands in Moscow, the largest show of public anger in post-Soviet Russia. Demonstrations took place in at least two other cities on Saturday.

The protests follow the Dec. 4 national parliamentary elections, in which the ruling United Russia party lost a significant share of its seats in the State Duma, though it retained a narrow majority. Opposition forces claim even that was unearned, supported by reports from local and international observers of widespread vote-count irregularities and outright fraud.

Grigory Yavlinsky, the leader of the Yabloko party that failed to make it into the parliament and staged Saturday's rally, said it had filed hundreds of appeals to protest the vote results. "We need a new election law and new, honest elections," he told the rally at Bolotnaya Square, on an island in the Moscow River a few hundred meters (yards) from the Kremlin.

The combination of fraud and United Russia's declining fortunes galvanized opposition groups that have been repressed under Putin's 12 years of rule. After several nights of unauthorized protests that police broke up harshly, Moscow authorities showed unprecedented largesse in granting permission to hold several large protests last weekend.

Prime Minister Vladimir Putin this week effectively rejected calls to rerun the election, declaring that its result reflected the people's will. The new Duma is to have its opening session on Wednesday.

President Dmitry Medvedev, who is stepping aside to allow Putin to run for a new term in the Kremlin, warned Saturday against attempts to "delegitimize" the government, saying it will mean the collapse of the state. Like Putin earlier this week, he promised to modernize Russia's political system, adding that the "old model has exhausted itself."

Medvedev on Friday had a phone call with President Barack Obama, who raised questions about the disputed election and welcomed his promise to investigate whether fraud had occurred, the White House said.

Taking a defiant note at a meeting with United Russia activists Saturday, Medvedev said he had told Obama Russia doesn't care about the U.S. assessment of the vote and that the U.S. criticism was unacceptable.

"When we hear lectures in the worst traditions of the Cold War, it causes indignation," Medvedev said.

Unimpressed by the government's vague promises of liberalization, the opposition aims to keep up the pressure with a series of protests, and is placing much hope on a Moscow rally Dec. 24 that organizers believe will attract at least 50,000 people.

Protesters on Saturday repeated demands of last weekend's protest, calling for a repeat election, the punishment of those responsible for vote fraud and the release of political prisoners. Speakers angrily dismissed Putin's comment this week in which he claimed protest leaders were acting at the West's behest and sarcastically said he thought the white ribbons many protesters wear as an emblem were condoms.

"He was calling us condoms financed by the State Department, crooks that are trying to steal the country, and I think that this is the reaction that shows he was scared," said Ilya Ponomarev of the Left Front opposition movement

"We are speaking here against vote fraud, which is a political HIV," Yabloko leader Sergei Mitrokhin said, citing an inscription Yabloko printed on white ribbons handed out to protesters.

Russian news media also reported about 500 people held a protest in the Siberian city of Irkutsk, several hundred gathered in Yekaterinburg in the Urals and about 100 tried for an unauthorized rally in Samara, where four demonstrators were arrested.

The wave of protest comes less than three months before Putin is to run for a new term as president, the post he held in 2000-2008, and indicates his return to the Kremlin may be less easy than initially assumed for the man who has dominated Russia over the past dozen years.

On Saturday, the Communist Party nominated its leader Gennady Zyuganov to run for president. Zyuganov forced Boris Yeltsin into a run-off in the 1996 presidential election and although the Communists' support has declined since then, he could attract a protest vote against Putin.

India holds rates steady on growth concerns

(AP) ? India's central bank held key interest rates steady as it struggles to foster growth amid high inflation, and took steps to curb currency speculation, lifting the rupee from all-time lows Friday.

The Reserve Bank of India kept the short-term lending rate, or repo rate, at 8.5 percent and the reverse repo rate ? the rate it pays to banks for deposits, at 7.5 percent. The bank also kept the cash reserve ratio for commercial lenders unchanged at 6.0 percent.

"Downside risks to growth have clearly increased," the bank said in a statement. "However, it must be emphasized that inflation risks remain high."

Ambushed by a horde of reporters Friday, RBI governor Duvvuri Subbarao declined to say when the bank would start lowering rates.

"I cannot speculate on the timing because I don't know," he said.

Growth slipped to a two-year low of 6.9 percent in the September quarter and industrial production fell 5.1 percent in October, its first contraction since June 2009. But inflation remains above 9 percent.

The bank's 13 rate hikes since March 2010 have kept it out of step with many other emerging economies, which have started to ease monetary policy as global growth slows.

The Reserve Bank noted that Brazil, Indonesia, Israel and Thailand have all cut their policy rates, while China cut reserve requirements.

In India, the Reserve Bank has been waging a lonely ? and largely ineffective ? fight on inflation. New Delhi has failed to back the bank with fiscal consolidation or enact difficult policy changes that could unlock supply-side bottlenecks, pushing down prices and unleashing growth.

India is largely a cash economy, so rate hikes have little direct impact on most consumer demand. They do, however, hit investment, which can curtail supply and make inflation even worse.

"You've killed investment," said Jay Shankar, chief economist at Religare Capital Markets. "Supply responses have weakened significantly. Demand has not weakened. That's leading to inflation pressures."

He said "virtually nothing" is being done on the fiscal side to contain inflation.

He said by restoring excise and customs duties to the levels they were at before the 2008 global financial crisis, India could bring its fiscal deficit down from about 5.7 percent of GDP to 4.7 percent of GDP.

The central bank is now under enormous pressure from New Delhi and business leaders, who want a quick, politically expedient fix for flagging growth.

Businesses said they were disappointed Friday that the bank hadn't taken more drastic action.

"I would like to see RBI do a major rate cut now," B. Muthuraman, president of the Confederation of Indian Industry and vice chairman of Tata Steel, told CNBC-TV18 before the policy decision.

He said he would have liked the bank to cut rates by half a percentage point and reduce the cash reserve ratio to boost lending. That would help small and medium sized businesses ? which are crucial to jobs and output in India's manufacturing sector ? get more affordable financing to grow.

"Government inaction is a big cause of concern for industry," Muthuraman said, citing coal shortages, land acquisition difficulties and slow decision making. "We can have a growth rate in excess of 8 percent, if only we'd had reforms. It's a very sad story."

The rupee, which has been trading at record lows, strengthened Friday, after the central bank took to steps to curb speculation.

Since U.S. debt was downgraded Aug. 5, the rupee has fallen about 17 percent, breaching 54 to the dollar on Thursday.

Shankar said the depreciation of the rupee was alarming because of its speed, not its magnitude. India's inflation has been higher than that of its trading partners, so the rupee's depreciation normalizes inflation-adjusted exchange rates, helping Indian exporters, he said.

The bank has stopped short of massive intervention to prop up the currency, but it has lifted foreign investment limits in debt, raised rate ceilings on nonresident bank deposits, and enacted administrative measures to discourage speculation. Traders say the bank has also been selling dollars.

Meanwhile, India's NDTV reported that pilgrims in the southern city of Hyderabad were praying for divine intervention to stop the rupee's slide.

"All that the measures have done is to restrict the pace of INR depreciation," HDFC chief economist Abheek Barua said Friday. "The turn in the INR will only come once European sovereign concerns subside."

The rupee was at 52.8 in afternoon trade in Mumbai on Friday.

Nigeria protest over toll roads turns violent (AP)

LAGOS, Nigeria ? Witnesses say police in Nigeria have shot rifles and fired tear gas at protesters who were demonstrating against toll roads.

At least one person was shot at Saturday's protest, and police also beat and arrested an Associated Press photographer who was covering the event.

One police officer held the photographer down while others hit him with batons. His camera equipment was taken before he was thrown into the back of a police truck. More than a dozen other people also were arrested.

The photographer was released several hours later without charge, and was treated for blunt-force trauma injuries to his neck, shoulder and knee.

The protest focused on anger over the state government allowing a private company that built a major road in Lagos to collect tolls there.
